David A.C. Carroll currently serves as Baltimore County's Director of Sustainability. This cabinet-level position is charged with improving the environmental sensitivity and sustainability of government operations and with working with the private sector to improve environmental practices.
In his role as Director of Sustainability, Mr. Carroll serves as the county's liaison to many environmental groups and commissions, including the Maryland Critical Areas Commission, the Baltimore County Agricultural Center, the Harbor Options Team, and the Baltimore County Sustainability Network. He also will coordinate Baltimore County's Builders for the Bay efforts.
Prior to this appointment Mr. Carroll directed the Baltimore County Department of Environmental Protection and Resource Management from 2001 to 2008.
His environmental career, which spans more than thirty years, began with a position as an environmental planner in the private sector. He then moved to the public sector as a planner and landscape designer. Over the course of his career, he has held positions with the Baltimore City Department of Planning and the state of Maryland. From 1993 to 1995 Mr. Carroll served as Secretary of the Maryland Department of the Environment.
Some of his past and present civic activities include the Carroll Park Foundation, the Baltimore Alliance for Great Urban Parks, The Alliance for the Chesapeake Bay and Windsor Hill Neighbors.
Mr. Carroll earned his Bachelor of Landscape Architecture and his Bachelor of Arts degrees from the Rhode Island School of Design.
He resides in the Windsor Hills section of Baltimore.
