For the past seventeen years, Ms. Baxter has directed the Virginia Department of Environmental Quality's Office of Pollution Prevention, a non-regulatory technical assistance program that promotes the implementation of environmental management systems and pollution prevention. In this position, she is responsible for oversight of a number of programs, including the Virginia Environmental Excellence Program, the Virginia Hospitals for a Healthy Environment program, Businesses for the Bay and energy efficiency as related to improving air quality. Prior to joining the state, she worked as an environmental consultant in the Washington, DC area.
Ms. Baxter received a Bachelor of Arts degree in political science and geography from the University of Delaware and a Masters degree in Environmental Planning from the University of Virginia.
